Due to Rhea’s familiarity with Emergency Planning and Community Right-To-Know Act reporting at a federal facility, Rhea was able to utilize past knowledge of the facility to perform an efficient field inventory, as well as use their IT team’s existing data infrastructure to ensure integrity in the results.
EPCRA Tier II Report
The Emergency Planning and Community Right-To-Know Act (EPCRA) establishes requirements to create an annual inventory of hazardous and toxic chemicals to provide the public with access to information regarding hazardous and toxic chemicals present at local facilities and, subsequently, create emergency plans. Facilities meeting EPCRA Section 312 (Hazardous Chemical Inventory Reporting) and Section 313 (Toxic Release Inventories) chemical storage and release thresholds must submit a Tier II Form and Form R to appropriate federal, state, and local organizations. The reports include an evaluation of storage and usage quantities of all hazardous and toxic chemicals at or exceeding EPCRA prescribed thresholds. Rhea was contracted by the Naval Facilities Engineering Systems Command (NAVFAC) to complete a Hazardous Chemical Inventory Report and a Toxic Release Inventory Report for Joint Base Anacostia-Bolling (JBAB).
The JBAB EPCRA included a field inventory, data compilation, and evaluation of data as compared to EPCRA regulations. Rhea completed a field inventory of 60 buildings at JBAB between October 5 and October 9, 2020. Rhea recorded hazardous chemical quantities, locations, and container types located on each building premise. The Rhea team then utilized Microsoft Access® database to organize the hazardous material inventory and generate Building and Chemical Details Reports for each building visited during the field inventory. Rhea evaluated the material inventories against EPCRA threshold criteria and generated Tier II and Form R reports to submit to appropriate federal, state and local organizations.
Rhea provided the client with a final Tier II Report and Form R along with maps and figures of all buildings that were inventoried for reference in February 2021. The report included a detailed account of the analysis methods used to identify 12 hazardous materials for inclusion in the Tier II Report. In regard to Form R, Rhea determined that lead was the only material that exceeded the EPCRA Section 313 reporting threshold at the JBAB Facility.
