Rhea was tasked with surveying and mapping the stormwater infrastructure at a large military installation in Maryland, and with preparing a system to detect and eliminate illicit discharges.
Military Stormwater Support, Mapping, + Discharge Study
As part of the requirements of the Municipal Separate Storm Sewer System (MS4) Permit under the Maryland Department of the Environment (MDE) National Pollutant Discharge Elimination System (NPDES) Permit Program for a large military installation in Maryland, Rhea was tasked with completing four tasks over three installation locations within the project area:
1. Prepare standard operating procedures (SOPs) to detect and eliminate illicit discharges in support of the Illicit Discharge, Detection, and Elimination (IDDE) Plan;
2. Televise via closed-circuit television (CCTV) 15,000 linear feet of stormwater lines, including cleaning lines as needed;
3. Inspect 240 fresh and saltwater outfalls for illicit discharges and take discharge samples for laboratory analysis, as needed; and,
4. Survey 500 structures (inlets, manholes, piping, head/endwalls, etc.) using Geographic Information Systems (GIS) and LiDAR data.
Over three months in the Fall of 2019, Rhea completed all fieldwork under budget and ahead of schedule. Fieldwork included oversight and scheduling of the CCTV and survey subcontractors, preparation and submission of all necessary work permits, and discharge sample collection of outfalls found to have an illicit discharge. Once fieldwork was complete, Rhea prepared an Illicit Discharge Survey report summarizing all field efforts, provided recommendations to eliminate illicit discharges from the stormwater system, and provided updated GIS mapping for the client. Rhea’s recommendations included stormwater piping rehabilitation, continued outfall sampling, and dye testing for watershed areas affected by illicit discharges.
